Born on March 19, 1977 in Mariupol, Donetsk region.

Education:

1999 – Kyiv National University of Trade and Economics, majoring in “Management of Foreign Economic Activity”, qualification – Manager of Foreign Economic Activity.

2001 –The National Academy of Public Administration under the President of Ukraine, majoring in “Public Administration”, qualification – Master’s degree;

2017 – Odessa National Maritime University, majoring in “Organization of Transportation and Management in Transport”, qualification – Master’s degree, professional qualification – Researcher in the Field of Maritime Transport.

Professional activity:

1996-2010 held managerial positions in state institutions and commercial structures.

2010 – 2013 — Deputy Director, State Enterprise “Maritime Security Agency”.

2013 – 2025 – State Enterprise “Ukrainian Sea Ports Authority (USPA)”:

• Head of the Operational Response Center;

• Head of the Information Support Center;

• Head of the Service for Implementation and Control of Compliance with the Requirements of the International Ship and Port Facility Security Code;

• Head of the Maritime Security Department;

• Director of the Maritime Security Department;

• Deputy Chairman for International Affairs;

• Acting Chairman

Honorary Worker of Maritime and River Transport

On January 24, 2025, by order of the Cabinet of Ministers, he was appointed Deputy Minister of Community and Territorial Development of Ukraine.
