131 project worth UAH 4.5 billion: projects approved under the Ukraine Recovery Program III
Within the framework of the third stage of the Ukraine Recovery Program, 131 project have been approved for a total amount of 4.5 billion hryvnias.
These are initiatives that will be implemented in communities in four areas:
- energy sustainability of communities: 37 projects for 1.1 billion hryvnias,
- modernization of water supply and wastewater infrastructure: 68 projects for 2.0 billion hryvnias,
- reconstruction of medical institutions: 21 projects for 1.1 billion hryvnias,
- construction of housing for internally displaced persons: 5 projects for 0.3 billion hryvnias.
The implementation of the approved projects will begin in the near future. The total implementation period is 18 months, and the facilities related to the energy sustainability of communities must be completed by the beginning of the heating season - October 2025.
"We are moving to the stage of implementing specific solutions. According to the results of the third stage of the Ukraine Recovery Program, we have 131 approved project that correspond to both state policies and regional and local strategies. This shows that communities are not only interested in development, but also ready for systematic work on updating their infrastructure.
For the Ministry for Development, the priority remains to support the implementation of local visions - we trust communities and provide them with all the necessary tools: financing, expertise, digital solutions. It is especially important that the approved projects must be implemented within the specified time frames - so that people can feel the results as soon as possible.
We thank our international partners, in particular the European Investment Bank, for the fact that this ambitious program is expanding; this year we will be able to announce a new selection thanks to additional funding. Restoration is a common cause, and communities are our key allies in this matter," said the Deputy Prime Minister for Restoration of Ukraine - Minister for Development of Communities and Territories of Ukraine Oleksii Kuleba.
The selection of projects was carried out by the Expert Working Group under the Ministry for Development, which included representatives of relevant ministries, associations of local governments, public and anti-corruption organizations. This approach allowed to ensure both transparency and a high level of expertise in making decisions on financing.
All processes – from submitting applications to monitoring implementation – were carried out through the DREAM digital ecosystem, which allows for effective data management, tracking implementation progress, controlling the use of funds and ensuring their targeted targeting.
During the assessment, special attention was paid to the complexity, effectiveness of projects, as well as their compliance with regional and local development strategies. Communities were involved in all stages – from submitting applications to participating in the work of the expert group. Each community had the opportunity to justify the importance of its project for local residents.
Examples of approved initiatives in the field of energy sustainability include the reconstruction of the district heating system in the city of Zaporizhzhia with the installation of gas-fired cogeneration units, the reconstruction of a boiler house in the city of Mykolaiv, and the modernization of the power supply system of four boiler houses in Zhytomyr with the installation of block-modular cogeneration units.
In the field of water supply and wastewater modernization, the selected projects include the overhaul of the water tower in the village of Shevchenkove in the Sumy region, the reconstruction of treatment facilities in the city of Dergachi in the Kharkiv region, the reconstruction of the water supply system in Mykolaiv, the construction of a water supply system in Pidhorodne in the Dnipropetrovsk region, and the reconstruction of a sewage collector in the Kherson region.
In the field of health care, the reconstruction of the surgical building of the hospital in the city of Konotop, the overhaul of the building of Kryvyi Rih City Hospital No. 7, and the renovation of the hospital in the village of Velykooleksandrivka were approved. For internally displaced persons, projects will be implemented to reconstruct buildings for dormitories in the city of Dnipro, the town of Sofiivka, and the village of Tomashivka, Cherkasy region.
In total, 453 project applications were submitted from 235 communities for a total amount of UAH 19.27 billion within the third stage of the Recovery Program of Ukraine. The government has already decided to attract an additional EUR 100 million to scale up the initiative. A new selection is expected this year.

The Ukraine Recovery Program is part of the public investment reform, which is aimed at restoring critical infrastructure and improving the quality of life in communities affected by the war.
225 projects worth over EUR 500 million have already been implemented within the previous two stages of the program. According to Deputy Minister for Restoration Oleksii Riabykin, several more important facilities that received funding earlier are expected to be put into operation this year.
