Ukraine and Poland discussed cooperation in the areas of European integration and community development
Deputy Minister for Development of Communities and Territories Oleksii Riabykin met with the State Secretary of the Ministry of Development Funds and Regional Policy of the Republic of Poland Jan Shyszko and the Director of the Polish-Ukrainian Development Office of the Ministry Marcin Chrusciel.
“Our meeting is a vivid example of the solidarity and support that Poland provides to Ukraine in strategically important areas. In particular, reconstruction, regional development and European integration. And it is also part of a consistent and systematic process of deepening our cooperation.
In 2024, together with our Polish colleagues, we conducted a series of high-quality trainings and exchanges of experience between our authorities. For Ukrainian specialists, this was an invaluable experience that is already helping us build national models based on the best European practices. And this is just one example out of dozens when Poland demonstrates its support and assistance to Ukraine.
I am sincerely convinced that our strategic partnership will continue to develop for the sustainable development of Ukraine’s regions and further integration into the large European family,” said Oleksii Riabykin.
During the meeting, representatives of the Ministry for Development and the Ministry of Funds discussed key areas of further cooperation. In particular, the signing of a Memorandum of Cooperation between the departments, which is scheduled for May 20 in Warsaw.
The first draft of the document has already been developed, which provides for key areas of interagency cooperation. Among them:
- strengthening the capacity of the Ministry for Development to prepare for the negotiation process with the EU;
- implementing the practices of EU cohesion policy and regional development in Ukraine;
- developing a future model for managing EU structural funds in Ukraine;
- using the European Union structural and investment funds;
- strengthening the role of the regional and subregional level in the formation and implementation of cohesion policy;
- preparing a new system of regional governance in Ukraine;
- exchanging experience in developing and implementing information and communication systems to ensure accountability for the processes of recovery and development of regions and communities in Ukraine;
- building institutional capacity at the regional and subregional levels;
- building the human resources necessary for the effective use of EU structural funds;
- strengthening strategic planning at the subregional level.
In addition, the parties discussed the initiative to create a Polish-Ukrainian working group on preparing for negotiations on Chapter 22 of EU law - "Regional Policy and Coordination of Structural Instruments."
Currently, preparations are underway for a bilateral meeting between Ukraine and the European Union regarding the official screening under Chapter 22. Therefore, the Polish experience will help to better prepare for this process.
