The Ministry for Development held a working meeting on the implementation of the project to create barrier-free routes in 15 pilot cities of the flagship project "Movement without Barriers". The meeting was chaired by the Deputy Prime Minister for Restoration - Minister for Development of Communities and Territories of Ukraine Oleksii Kuleba. The topic was the development of a network of accessible routes in communities, the first stage of which should be implemented by the end of 2025.

The event was attended by Deputy Minister Nataliia Kozlovska, heads of regional military administrations, city leaders, and representatives of local governments.

During the meeting, Oleksii Kuleba outlined key tasks for the near future.

“It is already critically important at this stage to start real work, have complete project documentation, completed expert assessments, visual materials, and clear communication with residents about the planned changes. We need to move from planning to action. In each community where the project is being implemented, routes, schedules, and responsible teams should be clearly defined. And most importantly, the changes should be understandable to people. We are not just modernizing individual objects, we are changing the interaction of a person with the city,” emphasized the Deputy Prime Minister for Restoration.

Oleksii Kuleba emphasized the importance of openness and dialogue: veterans, public associations, people with disabilities, and active residents should be involved in the formation of routes. It is equally important that local business be a participant, not an outside observer – a barrier-free environment works for everyone.

Separately, the Minister emphasized the importance of a responsible approach to work schedules and public presentation of solutions in communities.

During the meeting, Deputy Minister Nataliia Kozlovska presented the status of the project implementation and drew attention to the changes in state construction standards, which will come into force in September 2025. These updated requirements should form the basis of each project solution now.

"Movement without barriers" - the flagship project of the Ministry for Development of Communities and Territories is implemented within the framework of the initiative of the first lady Olena Zelenska "Without barriers" and covers 15 pilot communities, where barrier-free routes are being created. Today these are Kyiv, Odesa, Dnipro, Zhytomyr, Ternopil, Lviv, Rivne, Chernivtsi, Poltava, Vinnytsia, Slavutych, Kropyvnytskyi, Bucha, the villages of Opishnia and Borodyanka.
