On July 2, a meeting of representatives of the Ukrainian government with a delegation of Japanese business took place within the framework of the Japan-Ukraine Platform on the Infrastructure Technology for Recovery and Reconstruction (JUPITeR). This dialogue became another step towards strategic cooperation between Ukraine and Japan in the field of post-war restoration of residential infrastructure.

The Ukrainian side was represented by Deputy Ministers for Development of Communities and Territories Nataliia Kozlovska and Maryna Denysiuk. They thanked the Japanese partners for their initiative and readiness to support Ukraine in difficult times.

“Currently, there are over 4.5 million internally displaced persons in Ukraine, and our priority is to provide these people with decent living conditions. Housing restoration, the creation of social housing funds, and the implementation of modern solutions are key areas where we see potential for joint work with Japanese partners,” said Nataliia Kozlovska.

According to the participants, Ukraine needs both traditional construction and quick solutions — such as modular and prefabricated structures — to ensure the prompt placement of people. Special attention is paid to the maximum localization of production of such solutions in Ukraine.

“We want to build not just quickly, but qualitatively and technologically. Japanese experience in rapid response to the consequences of disasters is extremely valuable to us. We strive to integrate these practices into Ukrainian conditions, adapting them to our realities,” emphasized Maryna Denisyuk.

The Ukrainian side expressed interest in attracting Japanese technologies and experience, in particular in the field of overcoming the consequences of emergency situations. The use of modular solutions from Daiwa House and other Japanese companies was discussed, as well as the launch of production facilities in Ukraine, which will reduce costs and create new jobs.

The parties agreed that Ukraine will prepare a list of priority projects for the implementation of Japanese technologies, as well as create technical groups to develop requirements and models of cooperation. The Japanese side is considering the possibility of launching pilot initiatives in the most affected regions. Cooperation will continue within the framework of regular meetings of the JUPITeR platform, in particular with the participation of private companies.

The JUPITeR platform was launched in January 2025 to attract Japanese technologies and expertise to the recovery process of Ukraine. The initiative provides for cooperation in the areas of transport infrastructure, housing construction, logistics and the restoration of critical infrastructure facilities.

The meeting was also attended by heads of key departments of the Ministry and representatives of Ukrainian business.

The Japanese delegation was led by Keiichi Yoshii, Representative Director and Chairman, CEO of Daiwa House Industry Co., Ltd. and Head of the Japan Prefabricated Construction Suppliers and Manufacturers Association. The delegation also included heads of Fujita Corporation, Daiwa Lease Co., Ltd. and Honorary Advisor Professor Hiroto Izumi.
