During the Ukraine Recovery Conference 2026 in Gdańsk, new financial instruments to support the recovery of Ukrainian communities under the Ukraine Investment Framework (UIF) were presented. The total value of the new support package amounts to €1.08 billion.

The new financing opportunities were unveiled during the workshop «Ukraine Investment Framework: Unlocking Opportunities for the Recovery and Reconstruction of Communities» organised with the support of the EU4Reconstruction project.

The funding will be directed towards municipal investment projects in district heating, water supply and wastewater services, waste management, energy efficiency improvements, and the development of social housing.

The programmes will be implemented with the participation of the international financial institutions BGK, the European Investment Bank (EIB), Agence Française de Développement (AFD), and NEFCO, in cooperation with Ukrainian banks — Oshchadbank, Ukreximbank, and Ukrgasbank. The programmes are expected to become available to municipalities in the near future.

During the event, Deputy Minister for Development of Communities and Territories of Ukraine Oleksii Riabykin welcomed the launch of the new financial instruments and emphasised the importance of expanding communities' access to financing during the full-scale war.

Gabriel Blanc, Head of the European Commission's Ukraine Reconstruction Task Force, stressed that strengthening the capacity of Ukrainian communities remains one of the European Union's key priorities in Ukraine's recovery process.

Workshop participants also discussed the practical aspects of preparing municipal investment projects and the main challenges currently limiting access to financing. These include a shortage of qualified personnel, the high debt burden of some municipalities, and insufficient readiness of project documentation.
