The Ministry for Development of Communities and Territories of Ukraine continues its close cooperation with the Government of Japan and the Japan International Cooperation Agency (JICA) to strengthen the resilience of Ukrainian communities.

Deputy Prime Minister for Restoration of Ukraine – Minister for Development of Communities and Territories of Ukraine Oleksii Kuleba met with Ambassador of Japan to Ukraine Masashi Nakagome and JICA Senior Vice President Yoshifumi Yoshikawa. The meeting focused on preparations for the heating season, the restoration of critical infrastructure, and the implementation of long-term support projects.

Together with JICA, we are implementing solutions that directly strengthen the resilience of Ukrainian communities during the war. This includes the systematic development of infrastructure that enables us to be better prepared for the challenges of the heating season and to ensure that people's basic needs are met. We look forward to further expanding our cooperation and scaling up our joint projects», — said Oleksii Kuleba.

Particular attention was given to the deployment of modular boiler houses for communities in the Lviv, Kyiv, and Kherson regions. The total capacity of the equipment exceeds 400 MW. Work is also underway to establish a reserve of equipment for water supply and wastewater utilities, which is critical for ensuring the stable operation of these services throughout the winter period. 

The Emergency Recovery Programme remains a key instrument of cooperation. The fifth phase is currently being implemented, covering the restoration of infrastructure, the maritime sector, water supply systems, healthcare facilities, agriculture, and other areas. 

The parties also discussed the possibility of launching future initiatives similar to the Emergency Recovery and Reconstruction Project. The current project has proven effective in responding rapidly to the needs of communities, but it is scheduled to conclude in March 2027.

Oleksii Kuleba also invited the Japanese partners to support the creation of a modern cultural space in Borodianka inspired by Japan’s teamLab concept. Such projects are an important component of comprehensive community recovery and create new opportunities for local development. 

Cooperation between the Ministry for Development of Communities and Territories and JICA is one of the key pillars of international technical assistance aimed at the comprehensive recovery of Ukraine’s regions and the creation of conditions for their sustainable development.

The Government of Japan has been actively supporting Ukraine’s recovery through the Emergency Recovery Programme (Phases 1–4) and the Emergency Recovery and Reconstruction Project, with total funding exceeding USD 700 million. The fifth phase of the Programme is currently underway, with a budget of approximately USD 38 million, covering the energy, water supply, healthcare, and agricultural sectors.
