What is public investment management reform (PIM)?

The Government of Ukraine is actively implementing public investment management (PIM) reform. Its goal is to make the use of every hryvnia invested in the country's reconstruction as efficient, transparent, and structured as possible. The government is working to successfully implement these changes and align the Ukrainian investment management system with effective practices already in place in the EU. 

The role of the Ministry for Development is to prepare, coordinate, and implement project-based and comprehensive recovery. Thus, in 2024, more than 60% of all public investment projects were prepared and submitted to the Ministry of Development, the Agency for Restoration, and the regions.  The Agency for Restoration is a center of expertise with extensive experience in supporting regions and implementing large-scale infrastructure projects.

"Until 2024, we used various methods to prepare and finance public investment projects. The reform changes this by introducing a unified and transparent approach that allows us to clearly define priorities and structure projects by area. This opens up opportunities for greater funding," says Marina Denisyuk, Deputy Minister for Development of Communities and Territories of Ukraine.

Now, the initiators of investment projects at the local, regional, and national levels themselves determine what needs to be restored or built in public ownership and prepare projects in accordance with the defined unified approach.

“No one knows their needs better than the community itself. It is the communities that initiate projects, participate in their implementation, and benefit from them. The reform changes their role from passive recipients of aid to active participants in reconstruction. They themselves determine priorities, attract investment, and monitor the implementation of projects that affect their lives," adds Oleksii Riabykin, Deputy Minister for Development of Communities and Territories of Ukraine.

All public investment projects are collected in a Single Project Portfolio at the national, regional, and local levels. The reform combines strategic planning with medium-term budget planning, allowing funds to be effectively directed to projects that are most important to society. It also helps international partners better understand priorities and develop a shared vision for project implementation.

The digital foundation of the reform is the DREAM public investment management system. All stages — from planning, preparation, evaluation, formation of sectoral portfolios and the Single Project Portfolio to decisions on the allocation of funding — are open and accountable thanks to this system. This also applies to the subsequent monitoring of project and program implementation at all levels — national, regional, and local.

The introduction of public investment management reform is a key step towards Ukraine's sustainable recovery. The Ministry of Development is actively working to attract investment and seek funding for the most important areas of reconstruction.
