Representatives of Ukrainian communities and state authorities at the regional and central levels have undergone training on the use of the Five Case Model methodology. Over 470 participants from 23 regions of Ukraine and the city of Kyiv joined the training over two days. Deputy Minister for Development of Communities and Territories Maryna Denysiuk spoke at the final meeting of the course.

“Currently, the Government is implementing a rather large Public Investment Management reform. The reform is complex and comprehensive, changing approaches to the formation of a public investment portfolio both at the local and national levels. The reform is aimed primarily at ensuring strategic and transparent allocation of resources and assessment of the cost of investment projects, strengthening the capacity to manage investment projects. Basic legal acts have already been adopted, and an appropriate architecture has been created at the state level. However, it is necessary to create it at the regional level as well. For this, it is important that communities are able to independently prepare investment projects according to their needs.
The “Five Case Model” is an international standard that is actively used by the UK Government and other countries around the world that have adopted it. This approach underlies the preparation and assessment of public investment projects. It involves the implementation of strategic, economic, commercial, financial and managerial justification of projects and, accordingly, their further assessment. It is with its use that communities will be able to better prepare their projects.
We are grateful to everyone who joined the training. We believe that it was useful and in the near future communities will apply the methodology to prepare their projects,” said Maryna Denisyuk.

The training took place within the framework of the "Green Cities, Infrastructure and Energy Programme", which is implemented by the UK Foreign Commonwealth and Development Office (FCDO), with the support of the UK National Infrastructure and Service Transformation Authority (NISTA) and PwC in Ukraine. During the training, participants learned how the methodology can be used in the preparation of preliminary feasibility studies for Ukrainian infrastructure projects and programs, taking into account new changes and requirements introduced in Ukraine as part of the public investment management reform.

98% of respondents indicated that they plan to be involved in working with preliminary or full feasibility studies for infrastructure or public investment projects in the future.

The training is the first stage in a broader 5-day training program, which includes a basic and practical level, which has been implemented in Ukraine for over a year.

Background
A separate professional community of specialists in the “Five Case Model” methodology has also recently started working in Ukraine. The community is to unite graduates of the training program on developing business cases for infrastructure projects. The goal is to exchange experience between participants and disseminate international and Ukrainian practices of working with project business cases.
