he state compensation program eVidnovlennia (eRecovery) has been operating for 2 years.

During this time, over 100 thousand Ukrainians were able to receive funds for repairs or certificates for the purchase of new housing. Of these, 9.6 thousand have already purchased new homes. Over 93 thousand have been granted compensation for the restoration of housing after damage for a total amount of UAH 9.8 billion. Of these, UAH 8.9 billion have already been transferred to applicants.

“The program is currently one of the most effective elements of assistance to Ukrainians whose housing has been damaged by russian aggression or completely destroyed. Among them are internally displaced persons. Support for IDPs is one of the important areas of the Ministry’s work, and only thanks to eVidnovlennia, more than 4,000 families have already purchased new housing.
We are constantly working to expand the program, as well as to find additional funding. In the last month alone, the Government has made two consecutive decisions to attract additional funding for both compensation for damaged and destroyed property. We are also grateful to everyone who continues to help us implement this program, which is undoubtedly extremely important for Ukrainians. Through joint efforts, we strive and believe that we will be able to help as many of our citizens as possible,” commented Oleksii Kuleba, Deputy Prime Minister for Restoration - Minister for Development of Communities and Territories of Ukraine.

Within the framework of eVidnovlennia (eRecovery), you can receive a payment for the restoration of damaged housing:

• for current repairs - up to UAH 200 thousand;
• for major repairs - up to UAH 350 thousand for damaged apartments and up to UAH 500 thousand for damaged houses. In this case, the payment is made in two payments.

If the home is completely destroyed, Ukrainians have the opportunity to receive a housing certificate. With it, you can buy a house, apartment or invest these funds in future real estate. There is also an opportunity to receive monetary compensation for the reconstruction of a private house on your own land plot.

The average amount of compensation for destroyed housing is UAH 1.5 million, and the average amount of payment for reconstruction on your own land plot is UAH 2.2 million.

The priority groups of eVidnovlennia are military, families of fallen defenders, IDPs, people with disabilities, and large families.

The program is constantly developing and expanding. The main changes over the past year were:

1. A separate program within the framework of eVidnovlennia (eRecovery) for internally displaced persons who have lost their only housing. The government has reallocated UAH 15 billion to it. Over the four months of the program, more than 4,000 certificates were used to purchase new housing.
2. The ability to apply for compensation for destroyed housing located in an active combat zone.
3. The ability to use a housing certificate for the first installment under the eOselia program.
4. The beginning of the practical implementation of cash payments for reconstruction on their own land plot, which is available to owners of destroyed private houses. The first 300 families have already received the first tranche of funds for a total amount of over UAH 408 million.

The largest number of applications for compensation for damaged property were filed in the following regions:

1. Kharkiv region - 53,046
2. Kyiv region - 21,399
3. Donetsk region - 14,019
4. Mykolaiv region - 9,308
5. Kherson region - 7,778

The largest number of applications for compensation for destroyed property were filed in the following regions:

1. ⁠Donetsk region - 17,675
2. Kharkiv region - 15,517
3. ⁠Kyiv region - 6,455
4. ⁠Kherson region - 3,021
5. ⁠Mykolaiv region -1,706

Funds from international partners, in particular the World Bank and the Council of Europe Development Bank, are also being attracted to implement the programs.

The eVidnovlennia (eRecovery) service and the Register of Damaged and Destroyed Property are implemented by the Ministry for Development of Communities and Territories of Ukraine and the Ministry of Digital Transformation of Ukraine. They are made possible by the Digitalisation for Growth, Integrity and Transparency Project (UK DIGIT), implemented by Eurasia Foundation and funded by UK Dev. The project partner is the East Europe Foundation (EEF).
