The Ministry for Development and the EBRD discussed joint projects during the Investment Conference in Warsaw

As part of the Investment Conference on the implementation of the concession project in the port of Chornomorsk, the Ministry for Development team met with a delegation from the European Bank for Reconstruction and Development (EBRD). The meeting was attended by First Deputy Minister for Development of Communities and Territories of Ukraine Aliona Shkrum, Deputy Ministers Andrii Kashuba, Maryna Denysiuk, and Head of the Agency for Restoration Serhii Sukhomlyn. The focus of the conversation was on the main nuances of the concession project and other areas of cooperation.
The EBRD was one of the two main partners of the Ministry for Development preparing the project for the port of Chornomorsk.

“We sincerely thank the EBRD for its active participation in the development of the Chornomorsk concession project and the organization of the conference. We hope that all potential investors have received the necessary information about the project and we expect their interest in participating in the competition. This event is the result of our great joint work, which we will continue in the future. Currently, the feasibility study for the ferry complex in the port of Chornomorsk, which we prepared with the support of the EBRD, is undergoing internal approval. Before that, it passed the internal approval procedure and received a positive conclusion from the Ministry of Economy. After that, our Ministry approved the feasibility of implementing the concession. The implementation of this project will undoubtedly help strengthen Ukraine's position in global logistics,” said Aliona Shkrum.
The port concession is for 40 years and will cover two terminals: a container and a universal terminal, with a potential of up to 760 thousand TEU and over 5 million tons of cargo annually.
"The concession projects in Chornomorsk have a chance to become one of the first competitions of this type after the start of a full-scale war with russia. They may interest a leading international investor in the port sector and become one of the first success stories, which will be an important signal for the market," Andrii Kashuba added.
In addition to the concession project, the parties also discussed other areas of cooperation, which were presented by Maryna Denysiuk:

Railways
Ukrzaliznytsia received additional financing of 300 million euros from the EBRD for the upgrade. In addition, the EBRD provided 180 million euros for the purchase of new gas-piston generators and industrial electricity storage systems for Ukrzaliznytsia's participation in the national distributed generation system. The Ministry expects further cooperation with the EBRD in the railway sector, as well as assistance in refinancing Eurobonds.
- Roads
The Ministry is working with the EBRD within the framework of the Trans-European Transport Network development project. Not so long ago, contracts were signed for the implementation of repair work on the M-09 Ternopil-Lviv-Rava Ruska highway. Currently, contractors are preparing the construction base and conducting geodetic surveys to develop working documentation.

The conference on the implementation of the concession project in the port of Chornomorsk is designed to present the government's vision for the development of the seaport industry to the investor community. In particular, representatives of the IFC, EBRD, and consultants will provide detailed information on the concession project of the First and Container Terminals in the Port of Chornomorsk and the main conditions and tender process.
