On July 10, the URC2025 Ukraine Recovery Conference started in Rome. Deputy Prime Minister for Restoration - Minister for Development of Communities and Territories Oleksii Kuleba opened the first day of the event with a presentation of key results and priorities in the recovery.

“Recovery in Ukraine continues every day – even under shelling, even when the number of new destructions is increasing by dozens every day. We have shown specific examples that are already working and are being scaled up: 75% of facilities have been restored in the Kyiv region, life is being restored in Posad-Pokrovskyi in the Kherson region, in the village of Yahidne in the Chernihiv region, the construction of a new water pipeline in Mykolaiv is being completed. These are real changes on the ground that are already happening now,” said Oleksii Kuleba.

In his speech, the Deputy Prime Minister for Restoration gave examples of solutions that have proven effective in crisis conditions: modular shelters that can be built in months, mobile post offices for communities without infrastructure, digital tools that allow communities to plan and implement projects quickly and transparently.

The central theme of the speech was support for frontline territories – precisely those communities that are suffering the greatest losses and today require a special approach.

“All of Ukraine needs recovery. But it is the frontline territories that are facing the greatest difficulties, and therefore our attention is focused on them. Our task is to support and restore the economy in border and frontline communities. So that businesses have a real foothold, and people have jobs, basic services, and prospects,” he emphasized.

In partnership with the Ministry of Economy, communities, and international partners, the Ministry for Development is already working on key tools: expanding war risk insurance, new models of public-private partnership, and attracting domestic financial resources to reconstruction projects.

“We must create conditions under which business will be able to operate even in a difficult environment. The state, communities, and our international partners are working on this. We are separately preparing special conditions specifically for frontline territories — with benefits, programs, guarantees, and simplified procedures. This should be a predictable environment for recovery and development,” Kuleba emphasized.

The Minister also thanked for the launch of the European Flagship Fund for the Reconstruction, an instrument focused on attracting private capital to the recovery of Ukrainian regions.

"Recovery is always about people. Empty buildings, schools, or hospitals are worthless if there is no life in them. That is why we are fighting for every person, for every Ukrainian community. For the right to a normal life," Oleksii Kuleba summed up.

The Ukraine Recovery Conference (URC 2025), taking place in Rome on 10–11 July 2025, is the next important stage in a series of international events in support of Ukraine’s recovery, initiated in Lugano (2022), continued in London (2023) and Berlin (2024). These conferences have become a symbol of sustained international solidarity and practical assistance to Ukraine in the face of full-scale aggression by the russian federation.

The conference is attended by over 4,000 representatives of governments, businesses, and civil society: Heads of State and Government of over 100 countries and international organizations, senior leadership of the European Union, the US Special Representative for Ukraine, High Representatives of the Governments of Austria, Great Britain, Denmark, Libya, Malta, the Holy See and other countries, Ministers of Foreign Affairs, Economy, Finance, and Energy from different countries of the world – from Europe to Latin America, representatives of international organizations, financial institutions, business associations, and civil society.

URC2025 should become not only a conference on recovery and renewal, but also a symbol of the irreversibility of Ukraine’s European path and the shared responsibility of all democratic partners for the security and prosperity of the European continent.
