The Cabinet of Ministers of Ukraine has adopted a resolution approving the procedure and conditions for providing subventions to local budgets for the implementation of the project "Housing Repair for the Restoration of People's Rights and Opportunities (HOPE)". This decision paves the way for financing the development of design documentation for the overhaul of apartment buildings damaged by the armed aggression of the Russian Federation.

The project is financed by grant funds provided to Ukraine through the Ukraine Relief, Recovery, Reconstruction and Reform Trust Fund (URTF), administered by the World Bank.

The main purpose of the subvention is to assist communities in preparing for large-scale reconstruction. The funds will be directed exclusively to the development of design documentation for overhauls, which is the first and key step in the reconstruction process.

At the first stage of the project implementation, the Government distributed a subvention in the total amount of UAH 540 million between five selected communities:

• Budget of Bucha urban territorial community - UAH 219.9 million;
• Budget of the Mykolaiv city territorial community – UAH 150.3 million;
• Budget of the Makariv settlement territorial community – UAH 80.7 million;
• Budget of the Izyum city territorial community – UAH 61.2 million;
• Budget of the Zaporizhzhia city territorial community – UAH 27.8 million.

This decision of the Government was preceded by a stage of careful selection of houses for major repairs. The Ministry of Development of Communities and Territories approved the results of the selection of clusters of apartment buildings.

The selection was carried out through the DREAM digital ecosystem using a special tool, the Suitability Tool from City Planning Labs, recommended by the World Bank. The houses were grouped into 59 clusters according to the similarity of damage for more effective planning of repair work.

A total of 194 houses were selected in five communities most affected by the fighting:

• Mykolaiv: 21 clusters (54 houses)
• Zaporizhzhia: 3 clusters (10 houses)
• Izyum: 10 clusters (22 houses)
• Bucha: 17 clusters (79 houses)
• Makariv: 8 clusters (29 houses)

The implementation of the project will provide more comfortable and safe living conditions for over 7,200 households.

This initiative is an important step towards restoring Ukraine's housing stock and returning people to their homes.
