The Energy Efficiency Fund (EEF) is entering a new phase, supported by an €18 million financial package from the European Union and the German government’s International Climate Initiative (IKI), which includes investment grants and technical assistance.

This financial support was confirmed during the 10th Coordination Council Meeting held today at the Delegation of the European Union to Ukraine.

This contribution strengthens the EU’s and Germany’s ongoing support for Ukraine’s energy independence and green reconstruction. The funding will enable the EEF to expand its residential energy efficiency programmes and reach a greater number of beneficiaries.

Homeowner associations remain a key partner in the implementation of the Fund’s activities. Their role in initiating and managing building renovation projects has been essential to achieving results on the ground.

DM Alyona Shkrum, stated: “Thanks to this funding, the Energy Efficiency Fund will be able to resume accepting applications and reach even more families across the country. Homeowners’ associations remain key partners in implementation — they are the driving force behind change at the local level. In Kyiv region, 75% of housing has already been restored. Out of 30,000 buildings that were destroyed, 22,000 have been rebuilt.”

EU Ambassador to Ukraine, Katarina Mathernova, stated: “Ukraine’s homeowners’ associations are leading important changes in residential energy efficiency. Their efforts, together with continued EU support, are helping to improve living conditions and reduce energy use across the country.”

IFC, a member of the World Bank Group, has been supporting the Energy Efficiency Fund since 2019 and will continue the project to further bolster the Fund’s efforts.

VidnovyDIM offers full grants and technical assistance to repair war-damaged residential buildings, covering structural and energy-related works  EnergoDIM, launched in 2019, provides co-financed grants for comprehensive thermal upgrades—insulation, windows, heating systems, and energy management—helping reduce energy use, cut bills, and boost comfort .
