A closed conference «Reform Priorities for Inclusive Social Recovery in Ukraine» was held. From the Ministry for Development of Communities and Territories of Ukraine, Deputy Minister Denysiuk Maryna took part in the conference.

The event brought together over 60 representatives of the governments of Ukraine and EU countries, international financial institutions, and the expert community to develop a roadmap of reforms in the social sector.

Social recovery should become the central pillar of the overall reconstruction process of Ukraine, including in the context of budget planning. According to the RDNA5 assessment, the needs of the social sector — housing, education, healthcare, social protection, as well as culture and tourism — account for more than one-third of the country’s total recovery needs.

«In the context of reconstruction, social recovery is a key instrument and a primary priority. The state and international partners invest in reconstruction projects precisely as social investments. We understand that by helping people obtain housing, ensuring basic needs, or creating jobs today, we are laying the foundation of the economy», — Maryna Denysiuk noted.

During her speech, Maryna Denysiuk emphasized that in conditions of limited resources, the Ministry for Development of Communities and Territories of Ukraine focuses investments from international partners on the most priority areas: ensuring energy resilience of communities, restoring damaged housing, and logistics.

In particular, a new housing policy is currently being implemented, where the key instrument for meeting demand is social and affordable housing. Among other things, this includes preferential rent and concessional lending for housing acquisition for internally displaced persons and veterans, respectively.

The issue of housing is complex: it is simultaneously the foundation of economic recovery, a tool of social support, and a guarantee of demographic resilience. The creation of an inclusive labor market with developed social infrastructure — from childcare to affordable housing — is key to overcoming demographic challenges. Ultimately, the success of reforms, among other things, depends on transparent communication with citizens and the level of trust in state institutions.

The results of the Wilton Park Conference will be presented at the meeting of the Steering Committee of the Ukraine Donor Platform and will also become part of the agenda of this year’s Ukraine Recovery Conference (URC 2026).
