Deputy Minister for Development of Communities and Territories Maryna Denysiuk took part in the conference “Ukraine-Japan: Economic Growth of Ukraine in the Context of War”.

The aim of the conference was to identify priority areas and initiatives within the framework of cooperation between Ukraine and Japan in reconstruction, as well as to present investment opportunities for Japanese companies in Ukraine in the context of global economic changes.

A separate panel was devoted to the restoration and development of transport infrastructure: railways, ports, and the development of Ukraine’s transit and export potential.

“The Government of Japan is our reliable partner in recovery. The volume of Japanese humanitarian, technical and budgetary support provided to us already amounts to about $15 billion. Currently, we also plan to actively involve business in the recovery of Ukraine.
The Ministry of Development coordinates 5 Japanese grant projects: Emergency Recovery Program Phase 1-4 and MTD. Their total amount is over $700 million. Within their framework, special equipment and equipment are already being supplied for the needs of the energy, transport, agricultural, medical, educational sectors, waste management from destruction, water drainage, water supply, public broadcasting and humanitarian demining, as well as the provision of equipment for municipal institutions of target cities and regions.
We are actively involving the private sector in recovery. We are convinced and see from real examples that it is the expertise of the private sector that can help us rebuild better and more efficiently. Japan has the experience and technologies for rapid recovery after disasters. That is why building and developing a partnership between Ukrainian and Japanese businesses is a contribution to the reconstruction of Ukraine," noted Maryna Denisyuk.

Ukraine and Japan are implementing joint projects through the Japan International Cooperation Agency (JICA). In the field of transport infrastructure, these are such areas as:

• Railway

As part of the grant assistance, Ukrzaliznytsia has already received 25 thousand tons of rails to ensure uninterrupted logistics and heavy construction equipment. It is planned to additionally attract another 3 thousand tons of high-quality rails of Japanese production.

• Roads

Thanks to the grant and technical assistance of JICA, the Agency for Restoration received modular bridges for their prompt installation in the places of destruction. In addition, the Agency recently received a large batch of vehicles for regional recovery services. They will be used to inspect highways and bridges. Other high-tech equipment for bridge inspection was also provided, some of which are unique to Ukraine.

• Ports

Thanks to JICA assistance, the Ukrainian Sea Ports Authority  received construction equipment for prompt response. For further modernization of port infrastructure and development of port potential, it is planned to attract business as much as possible. In particular, the preparation of concession projects in seaports is currently underway. First of all, these are two new concession projects in the port of Chornomorsk.

To involve business in reconstruction and operationally coordinate efforts in this area, the Ministry of Development, together with the Ministry of Land, Infrastructure, Transport and Tourism of Japan, launched the Japan-Ukraine Platform on Infrastructure Technologies for Recovery and Reconstruction (JUPITeR).

The platform will contribute to the identification and implementation of promising projects of Ukrainian-Japanese cooperation both during and after the war, support the participation of Japanese companies, strengthen intergovernmental dialogue and provide up-to-date information on the situation in Ukraine to establish effective cooperation between Japanese business and Ukrainian partners.

The conference was also attended by Masashi Nakagome, Ambassador Extraordinary and Plenipotentiary of Japan to Ukraine, Matsunaga Hideki, Chief Representative of the JICA Office in Ukraine, Oleksandr Pertsovsky, Chairman of the Board of JSC “Ukrzaliznytsia”, Oleksiy Neizhpapa, Commander of the Naval Forces of the Armed Forces of Ukraine and others.

The event was organized by Kyiv-Mohyla Business School, with the assistance of the Embassy of Japan in Ukraine.
